The Former President's Progressive Alarm Misses Europe's True Threat: Economic Decline.

The recent US security policy document offers a misguided assessment of Europe. It claims that open-border policies and what it terms "woke" agendas represent an grave threat to European civilization. Yet, this argument is based on a serious misinterpretation of the reality. The actual danger confronting the EU is not cultural but economic and technological backwardness.

The Stark Growth Divide Between the US and Europe

Statistics reveal a stark contrast. From 2008 and 2023, US GDP surged by 87%, compared to a mere thirteen and a half percent increase for the European Union. During this time, European income per person dropped from 76.5% to just half of the US level. Strikingly, even the poorest US state now boasts a higher per capita income than major EU nations like Italy and France.

Currently, about 50% of the world’s 50 largest technology firms are US-based, while only four are European.

The Technological Deficit: A Critical Question

This widening disparity stems from stronger efficiency gains in the United States, fueled by breakthroughs and higher total factor productivity. The scene of global tech leadership is overwhelmingly US-centric. Over the past fifty years, 241 US firms have scaled into enterprises valued at more than $10bn, versus only fourteen in Europe.

This gap prompts a pressing issue: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, where does the EU positioned? Experts widely agree it is largely a contest between two between the US and China, with European nations starting at a significant disadvantage.

Underlying Factors of Europe's Technological Lag

A number of key reasons account for this technological divide.

  • Venture Capital: The US boasts a much more robust and agile network for financing new ventures. Europe still lacks a true capital markets union, a factor that limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Complex and divided rules hamper European business. A American entrepreneur can launch a service under a single set of laws to access a consumer base of hundreds of millions. The EU, despite a bigger population size, is split among twenty-seven different national systems, creating huge internal barriers.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In some EU nations, a startup's collapse was historically met with stigma, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in defense has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Hopefulness

In spite of these hurdles, there are reasons for optimism. European leaders are growing more conscious of the severe threat and have begun to advance substantial change. Key reports on EU competitiveness and the single market highlight the need for sweeping reforms.

With the right incentives and regulatory reforms, Europe's strengths could support much higher levels of business-led breakthroughs.

The continent still possesses significant advantages: high-quality human capital, top-tier schools and universities, and world-class labs. Alongside a large internal market and substantial household savings, these elements could unleash a surge of venture creation.

Importantly, even if Europe does not become the leader in developing next-generation tech, it can still significantly increase economic output by adopting and adapting innovations from other regions.

An Inflection Point

The European Union now stands at a decisive crossroads. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". So far, the continent's slide in innovation has been gradual. However, without bold steps to address its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible decline in world influence.
